Located on the 23rd floor of the hotel "Golden Ring"(Zolotoye Kol'co), next to the Foreign Ministry skyscraper. Take the elevator to the 22nd floor and go upstairs to see a very fine panorama of Moscow.
The restaurant design is made in "classic" style, with lots of wood decor. The large rooms only seats 60 people, so all widely spaced tables have a decent view of downtown Moscow, but the view from the tables next to the windows is spectacular.
The food is truly eclectic. Russian-themed live music in the evening.
On Monday-Thursday, it is possible to get a table without reservation. Reservation a real must to get a table right next to the window.
Expect to spend $100-150 per person without wine. Outside of Panorama operating hours, the simpler Winter Garden restaurant on the 22nd floor shares the view, owners and kitchen with Panorama.
